He will talk about it as much as the English are said to, especially when a heatwave is en route or parked in his region. What's odd about this is that the weather doesn't have much of an affect on him. When cold he wears more clothes. When hot he wears less, and sweats more than normal. A hygienic loser, he keeps his body odor under control.
So why the blather? It's probably because being pathetic, he knows the weather is the one thing he has in common with those around him, and he tries to form a sad, meaningless bond with people by talking (or writing, in emails) about it.
